Yellow alert level and shelters for business

Resolution of the Cabinet of Ministers of Ukraine No. 1092 of 4 September 2026 introduced two air-raid alert levels — yellow and red. For businesses, a specific rule with a deadline has appeared.

What the alert levels mean

Yellow level — a drone threat. Red level — a missile or massed drone threat. At the red level, work must stop and people move to a protected place.

The rule for businesses at the yellow level

A business may continue operating if it has a shelter, a dual-purpose structure or an arranged safe space for staff and visitors.

If it has none of these, work is allowed temporarily — with the written consent of the workforce, but no later than 4 December 2026 (three months from the resolution's entry into force). The employer's procedure is further clarified by the accompanying Resolution No. 1128.

Which option to choose

The law allows several paths: an adapted safe space may suit some, a permanent solution others. If you are choosing reliable protection for years rather than a temporary option, a certified shelter is worth considering.

An above-ground modular shelter needs no lengthy construction: it is installed on a prepared base next to a workshop or office. On-site assembly takes from 8 hours for basic models; manufacturing and delivery are planned separately. In peacetime the space can serve as an auxiliary room, so the investment does not sit idle.

Why reinforced concrete

The above-ground "Fortetsia" shelter is reinforced concrete, with 300 mm walls per DBN standards, 500 kPa strength, certified to DSTU 9329:2025 and proving-ground tested. More in shelters for business.
